Ris Fralmoton is an NPC who while listed in in the construction set never appears in the actual game. He is set up as an ostler (horse seller), although the fact that he owns a vendor chest in the Red Diamond Jewelry suggests that he may have at one point been the intended vendor there. While he owns some objects in the game, those objects are inaccessible to you, as the player, during the normal course of game play.
