Rufio resides at the Inn of Ill Omen. He is targeted for assassination in the initiation quest for the Dark Brotherhood, A Knife in the Dark. His assassination was arranged by Claudius Arcadia. He does not offer any services.
It should be noted that the dagger given to the player as an "initiation gift" for joining the Dark Brotherhood, the Blade of Woe, does not have to be used to kill Rufio.
If the player accuses him of having done something to deserve death, Rufio makes the following comment:
- No! Please! I didn't mean to do it, you understand me? She struggled! I... I told her to just stay still, but she wouldn't listen! I had no choice!
This may mean that Rufio accidentally killed Claudius Arcadia's wife or daughter when he attempted to rape her. This shows that Rufio is far from the innocent old man he appears to be, and Claudius Arcadia is not wholly evil. This is quite possibly one of the darkest side stories in Oblivion, though most players will probably not talk to Rufio before killing him, and therefore never realize what he had done.
Rufio also appears later in the game during the quest The Purification for the Dark Brotherhood. As part of the quest, Lucien Lachance gives you the scroll Summon Rufio's Ghost and thus the option to summon his spirit for aid.
