Oblivion:Sigillum Sanguis

The Sigillum Sanguis is the uppermost room in the main tower located within a realm of Oblivion. In this room can be found the Sigil Stone that is controlling the Oblivion Gate. Removing the stone will cause the gate to permanently close, at the same time transporting you back to where you entered the gate.

The main tower, containing the Sigillum Sanguis, can generally be recognized as the largest, central tower. See The Main Tower for more information.
The Sigillum Sanguis contains a couple levelled Daedra and a Guardian protecting the Sigil Stone itself; the Guardian is a boss-level creature that will vary depending upon your level, ranging from a Scamp to a Dremora Valkynaz. Fortunately there are also Blood Fountains and Magicka Essences that you can use to heal yourself. If your health is high enough, aside from grabbing loot, there's no real reason why you shouldn’t just run to the top of the hall and grab the sigil stone, without fighting any of the enemies; they will all vanish when the gate closes. (However, creatures can attack you during the seconds after you grab the stone.)
Before grabbing the Sigil Stone, you probably want to also check The Punished, which contain boss-level loot. The Sigil Stone itself is found at the very top of the room, inside of the bright column of flames seen throughout the tower. Once you take the sigil stone the tower will catch fire and will start falling apart around you. After a short moment (maybe ten seconds) you’ll be returned to Tamriel. If you walk off of the platform where the Sigil Stone was obtained, it instantly teleports you out. Be careful not to come into contact with the pillar of fire as it will instantly kill you. Jumping from the top platform while the tower is burning will also kill you.

The words "Sigillum Sanguis" are Latin. It can be translated into Blood Seal (sigillum -signet, seal, figurine, and sanguis -blood).
