Snak gra-Bura is an Orc woman who takes care of the horses at Chestnut Handy Stables outside the Imperial City. Unless you've installed the official Horse Armor Pack plugin, she doesn't really do much. If you have, she will sell you armor for your horse, or even give you a free horse if you ask nicely enough. (It's an Old Nag, and even with armor it's weaker than any other horse in the game without armor.) Better to just get Prior Maborel's horse from Weynon Priory. It's also free, easy to get, and once armored, twice as hardy as the Old Nag. She is not involved in any quests.

She denies eating her horses.

When pronounced, her name sounds similar to "snack grabber", undoubtedly referring to how she apparently ate all the horses that were for sale.
