Snak gra-Bura is an Orc commoner who takes care of the horses at Chestnut Handy Stables outside the Imperial City. When talking to her it becomes quite clear that she did more than take care of the horses. If you have installed the official Horse Armor Pack plugin, she will give you an Old Nag for free and provide armor for your horse, for a price.
With no horses left to sell, Snak is more or less unemployed at the stables; she wakes up early at 4am and starts the day with a two-hour breakfast while the other stablehands still sleeps. She then heads outside and spends the entire day loitering around near the corral. At 6pm she heads back inside for another two-hour meal then wanders about until her bedtime at 10pm.
She wears fishing waders with a pair of sack cloth sandals. She also carries a small amount of gold.
When you meet her for the first time she will politely introduce herself, along with her lack of services: "Snak gra-Bura, owner and proprietor. We board horses. And... well... we don't actually sell horses. Anymore, that is." When asked about the Imperial City, she will tell you about the missing horses and obviously lie: "The Chestnut Handy Stables used to sell horses. But they're gone. Our horses. All gone. Big mystery. No idea where they went. [burp]" If you ask her if she actually ate all the horses she will respond: "Add some onion and... wait. I almost walked into that one. No, of course not. That would be wrong. You shouldn't eat horses."

- When asked if she actually ate the horses, the subtitles will read: "Add some onion and... wait. I almost walked into that one. No, of course not. That would be wrong. You shouldn't eat horses." but the recorded voice skips the first sentence.
