Tandilwe is an Altmer woman living in the Temple District of the Imperial City. She offers master training in Speechcraft.
Tandilwe can always be found inside the Temple of the One, where she wanders around all day and night, without ever sleeping or eating. Therefore, she's available for training 24 hours a day. The exception to this routine is during the Light the Dragonfires quest, when Tandilwe gets disabled until you complete the quest.
After the Master Training Quest is initiated, speak with her, and she will give you the following task: "You would seek to better yourself? First, I would ask that you look to the poor and the suffering around Cyrodiil. Travel to all of our cities, and speak with the unfortunate souls forced to beg for change. Look into their hearts, and then look into your own. Return to me when you have spoken with all of them. Then we shall talk of training."
If you return to her before you have spoken with all of the beggars, she will say: "There are still poor souls in this world that you have not spoken with. They wait for you." After you have spoken with all the beggars, she will finally offer you training: "You have seen the Beggars. You have, I hope, used your powers of speech to raise their spirits. Now I can help you to improve those powers, to help make lives better."
If you kill any beggar before speaking with her, she will respond with: "The death of any helpless individual is tragic, and reprehensible when it could have been prevented. I hold you responsible. You will receive no training from me. Not now, or ever!"
[edit] Speechcraft Master Training
The two advanced trainers who can give you the master training reference necessary to start this quest are Gruiand Garrana and Varon Vamori.
In order to receive her training you must first speak to every beggar in Cyrodiil. There are nineteen of them, five in the Imperial City, and two each in the other major cities, as listed below. All you need to do is start a dialogue with each of the beggars. There will be no acknowledgment given when you have spoken to all of them; simply return to Tandilwe for training. If you have previously spoken with any beggars (for example, many Thieves Guild quests are facilitated by talking to beggars), then those earlier conversations will count towards this quest. If you can remember the beggars with whom you have already spoken, you do not need to talk with them again.
Be aware that you may not kill any beggars while this quest is active. This restriction includes casting Frenzy spells on the beggars so that they attack the guards, effectively causing them to commit suicide. (You will not acquire a bounty for doing so but Tandilwe will blame you for the death in any case.) Killing the beggars before the quest is issued is perfectly fine; you do not need to talk to those dead beggars to complete this quest.

- Larthjar the Laggard is also a member of the ICBeggars faction. However, unlike the other nineteen beggars, he is not a part of the Speechcraft Master Training quest and he does not carry any diseases. He is the only NPC not in the preceding list who is a member of any of the beggar-related factions.

- Not all Journal Entries may appear in your journal; which entries appear and which entries do not depends on the manner in which the quest is done.
- Stages are not always in order of progress. This is usually the case with quests that have multiple possible outcomes or quests where certain tasks may be done in random order.
- If an entry is marked as "Finishes Quest" it means the quest disappears from the Active Quest list, but you may still receive new entries for that quest.
- On the PC, it is possible to use the console to advance through the quest by entering
setstage quest stage. Wherequestis the internal name of the quest, andstageis the number of the stage you wish to complete. It is not possible to un-complete (i.e. go back) quest stages. See SetStage for more information.
