Thamriel is a female Bosmer commoner who lives in the Imperial City's Talos Plaza District with her friend Elragail. When she's not at home, she can be found wandering about the Imperial City or dining at the The Foaming Flask. She is also a frequent visitor to Skingrad, where she can usually be found at the Two Sisters Lodge. Elragail also mentions that Thamriel is "touched by the gods", which would be a perfect explanation of why she mentions "strange creatures" and "white birds" in their garden.
