Tovas Selvani is a Dunmer Ostler and horse salesman at Black Waterside Stables outside Cheydinhal. The black horses he sells (for 5000 gold) are the fastest horses in all of Cyrodiil, and exceeded in attack power only by Shadowmere and the Unicorn. Be careful on hills, however, as they run so fast they tend to get injured on even mild downward slopes. Fortunately, they're relatively tough as well. Only Anvil's white horses and Shadowmere are tougher.
Tovas carries an iron shortsword as well as a few pieces of gold. He wears a common lower-class outfit consisting of a patched vest, coarse linens, and a pair of clogs.
