Urjabhi is a Khajiit Scout living with his brothers, Ra'jiradh and Hassiri, in the Talos Plaza District of the Imperial City. Along with his brother Hassiri, Urjabhi assists Ra'jiradh in running the officially sanctioned publication, The Black Horse Courier which is distributed throughout Cyrodiil. When he's not at home or at the Black Horse Courier offices in the Market District, Urjabhi can frequently be found near the Bloated Float Inn in the Imperial City's Waterfront District, handing out his beloved publication. He can also occasionally be found on The Blue Road at night presumably making errands.
