Wallace is a Redguard Thief who, while listed in the construction set, never appears in the actual game. He is set up to live in Chorrol and seems to have been intended to play a role in the Dark Brotherhood quest The Assassinated Man as he has one line of dialogue that says "Sorry, buddy. I'm with Hides-His-Heart, and I can't be distracted" and killing him results in the same message that appears when Hides-His-Heart is killed during that quest.
