It hasn't been created yet. The original focus when updating these place pages (see Oblivion Places Redesign Project) was on creating the interior maps. Gradually the exterior maps are being filled in, but the work definitely is not done :) --Nephele^Talk 22:15, 14 January 2008 (EST)

Fanacasecul does contain one Khajiit bandit (I'm pretty sure, didn't stay long enough to find out) that I know of. I plan on doing more exploring in that area, and as soon as I do, I'll update you readers. [ra'kilmani]

As the page says, outside the entrance there is a bandit camp, where it is possible for a Khajiit bandit to appear. And if you enter the dungeon while the bandit is chasing you, then you would meet him inside the dungeon.
