Once you have Ozozur's Choker, talk to Gaireth, who is sitting on a bench outside the Mages Guild:

"Hello there! Are you enjoying the festival?"

I found this necklace. Does it belong to you?

"Little Ozo! You found him! Thank you so much!
I don't know how he manages to get so lost. Here's the reward, as promised!"

After you return Ozozur, she thanks you.

"Thank you again for returning my dear little friend. I hope he doesn't wander off again!"
