When you approach her:

"Traveler, a moment please."

If you have not yet started delving into the situation at Vulkhel Guard, Genthel will send you to the port town with a sealed message for the Queen. If you've completed Back to Skywatch:

"Don't you worry. We'll see those reserves are sent. In the meantime, I have a favor to ask. I have a missive that must reach Vulkhel Guard."

Otherwise:

"Green keep you, traveler. If you wouldn't mind, I have a favor to ask. I have a missive that must reach Vulkhel Guard."

Vulkhel Guard?

"Yes, our sister city to the south. I've been given a sealed message to deliver into the arms of the Watch. They're to convey it to the Queen's retinue."

What's this about?

"Something about Her Majesty's speech, I assume. Normally I'd be happy to head south. But visitors stream through the Skywatch gates. And the guard needs my help here.
Would you take on this task? See this message delivered?"

I'll see it done.

Speaking to her again:

"You have my thanks, traveler. And the thanks of every guard in Skywatch."

After the quest:

"Eagles advance, traveler! And may the Green watch and keep you."

To Skywatch

If you have not yet spoken to Captain Tendil, she will ask that you do so.

"Green keep you. I think my friend Tendil may have need of your services. Speak with him, if you would."

After speaking to Captain Tendil:

"Good luck, traveler. May you succeed in your service to Her Majesty."
