Nuvondo is a High Elf patron of the Walker's Stay, the inn located in the city of Dune. He was a Perquisitor in the Mages Guild, and used to play a part in the related quest. You would have had to defeat him after destroying the totem at the guildhall, before talking to Dagila.

A now-removed quest stage directing you to "Defeat Nuvondo" existed in the files at least up until Update 10. The files for Update 1 contain far more information on his involvement, all of which was removed sometime before Update 5.

Esan had dialogue referring to Nuvondo. His name is occasionally misspelled as "Novundo".

"Esan came as the Champion bade. He came to speak to the guild. But the Magister … the Perquisitor. They turned on Esan. They … they have killed me."
Why would they do this?
"I don't know. I heard … I heard Bayya shout something about the Tharn. He and Nuvondo … Javad Tharn must have corrupted the leaders of our hall. They ran for the inn. They must plan their escape … the totem."
Totem?
"Bayya has a warding totem. Used it to seal the hall. Always … always said it was protection magic. But the Mages. They're trapped in the Hall. Kill Bayya, and destroy the totem. Save the Mages. And this city."
I will, Esan.
"Thank you … and beware. If you have slain Bayya, you have earned Novundo's wrath. The Magister was a powerful summoner. And will no doubt be a deadly foe."
"You are most welcome. Close the portals … and beware. If you have slain Bayya, you have earned Novundo [sic]'s wrath. The Magister was a powerful summoner. And will no doubt be a deadly foe."

Dagila also spoke of him.

I killed Bayya and Nuvondo, and destroyed the totem that was trapping you.
"Hah! Thank the Eight. I'm glad that witch got the justice they deserved. They sold their souls to Javad Tharn, that coward. I can't believe they locked us in here.
You've saved our lives."
