Uhrih is a Redguard who can be found at the Saltwalker Militia Camp. He is the quest giver for the related quest and can be found at various points around the camp to start. He came to join the militia, but got a beating instead.

Approach the camp from any direction and you'll find Uhrih, injured and downtrodden:

"A beating. That's a fine welcome for a prospective soldier."

Speak to him and he'll tell you his story:

"Those bastards. If they hadn't outnumbered me …."

What happened?

"I came to join the Saltwalker Militia, but a bunch of bandits stopped me, roughed me up, and tossed me to the side of the road."

Why'd they do that?

"They didn't stop to answer questions, just told me to be on my way.
You look pretty capable. Why don't you go up to the camp and figure it out for yourself?"

I'll look into it.

With that, Uhrih will run off and fade into the distance.
