Vanando

Vanando is a High Elf who can be found in Fuller's Break. He is a member of the theatrical troupe The Dancing Scrib, and is a pyrotechnic and fire breather. You'll first meet him hiding behind a ruined structure inside the village (map).

You'll find Vanando peeping out of the corner of a shed in the village:

"You're no Steel Shrike! At least, you don't look it. Did you get caught in their raid too?"

I've cleared the way. Go to the forge.

Finish speaking to Elandora at the forge and Vanando comes up carrying a torch:

Elandora : "Watch that torch! I don't want to see our friend here with any new burn marks. You hear me, Vanando?"

As the two of you go around setting buildings on fire, if you speak to him he'll proclaim:

"I love setting things on fire!"

Set the last building on fire and he'll exclaim and run off:

Vanando : "Sal, where are you?"

If you speak to him after talking to Elandora at the docks, he'll gleefully say:

"That was amazing! I'll need to get myself some of that oil now.
Uh, but don't mention that to Elandora."

Raise the Curtain

After you defeat Captain at-Mardeen, the troupe will commandeer the ship and you can find Vanando sitting at the side of the ship, enjoying a drink.
