The Apostles appear to be "seekers of light", founded by Ciirta after she discovered Sheogorath's absence during the previous Greymarch. Because of her belief that Sheogorath had abandoned his people to die, she founded the Apostle order: a separatist faction of those who have lost their loyalty to Sheogorath. Unfortunately, they don't seem to be all that loyal to Ciirta either, as a rebel faction, lead by Ra'kheran, has formed within their ranks.

Apostles are easily identified due to their eponymous maroon robe. Wearing Apostle robes allows the player to pass between Apostles to a limited degree.
