Gaius Prentus is a male Imperial guarding A Strange Door. He warns you against entering, and explains that everyone that enters comes out different. He does not offer any services. After entering the Shivering Isles he refuses to talk to you because you have "already spent too much time over there." Also of note is that he does not function like a normal guard, meaning he cannot arrest you and your bounty will not increase if you attack him.
