Kishashi is a female Khajiit that lives in the town of Fellmoor. She believes herself to be a former queen of The Shivering Isles, who created Sheogorath by planting him in the ground. Kishashi thinks that the water root plants are monsters that are going to rise up and destroy everyone. Upon completion of the main quest she will proclaim herself the new god of the Shivering Isles, believing that she defeated the forces of Jyggalag and halted the Greymarch.
