Shelden close to the Gates of Madness

Shelden is a male Redguard who lives in Passwall and claims to have been the first one there. He also is in the quest Retaking The Fringe, and he is the self proclaimed "Mayor of Passwall". Shelden is extremely arrogant and states his superiority at every chance. After the Main Quest is completed, he is left as the only resident in Passwall, as other NPCs will have either moved on or died during the Main Quest line.

Shelden's house in the southern end of Passwall is a single room. Three samples of amber sit on the top shelf of the bookshelf next to the door. A cupboard in the southern corner contains food, and two bottles of cheap wine sit on top along with a bottle of beer and two potions - one of Spell Absorption and one of Cure Disease. Two clutter sacks sit on the floor next to it. The table next to the cupboard holds six more bottles of cheap wine, yarn, and a head of lettuce surrounding a bust of Sheogorath. In the eastern corner of the room four barrels hold clutter, and the table at the foot of the stairs holds two more bottles of beer. The stairs lead up to a storage balcony with two clutter barrels and two chests; one contains gold and clutter and the other contains armor and/or weapons. These two chests do not respawn. The area under the storage balcony holds Shelden's double bed and a chest of drawers that contains clothing and has two samples of madness ore sitting on top.

• If Shelden is escorted out of Xeddefen during Retaking the Fringe, then he will always be essential. If he is told to find his own way out, however, he will lose his essential status. The player does not gain or lose anything from assisting Shelden.
