Okay, I'm tossing this out to see if anyone else experienced it - I was attacked in Cyrodiil by a Heretic! Not sure what caused this. I was roaming the Imperial City with Athon from the Battlehorn Castle plug-in, and when we entered the Tiber Septim, there was a Heretic! He was no match for Athon and the Tiber Septim regulars (someone form a Elder Scrolls themed ska band called the Tiber Septim Regulars, please), but it was bizarre. I saved my game (playing on XBox 360) so I'll see if I can take a picture of his looted corpse. It was odd - worked out well for my roleplaying, though! xoxo Coryl

Yes, it's a known issue with the Tiber Septim hotel. That location has been defined as the 'default' location in the game, so if anything drops off the world, and ends up being located in a non-existent place (e.g. creatures and people added by a mod, if you remove that mod from your load order), it gets put into the Tiber Septim. What has probably happened in this case is either the Heretic managed to spawn inside a rock or other feature, or otherwise fell through a hole in the landscape. --Gaebrial 03:19, 19 February 2008 (EST)
