 Detailed Walkthrough
If you inquire around Morthal about at 1am, you are told that he seems to be up to something; specifically, that he goes out into the marsh in the middle of the night to cast spells. If you wait near his house until 1am, you can follow him to the marshes to what appears to be a summoning circle (since Falion's specialty is Conjuration). Upon confronting him, he will demand that you leave him to his "work" and never speak to anyone about what you observed that evening, although he will never reveal precisely what his work is. However, it is revealed in a conversation with Agni that she had a "bad dream" in which he went away and made "monsters" while she slept, which Falion dismisses as only a dream. You can agree to keep quiet or blackmail him for 200 gold. Regardless of your choice, you may then report him to the jarl if you so desire.
If you choose to report him to the current jarl - Sorli the Builder or Idgrod Ravencrone - the jarl will permanently follow Falion, without interacting with him. She will also follow him, without comment, to the summoning circle when he returns there at night, and if replaced during the civil war, the replacement will continue to follow him in a similar manner.
- If you follow the jarl after reporting Falion, she will walk to Falion's location, but they won't interact at all.
