Enchanting description: Time between shouts is reduced 20%.
The magnitude of this effect is alternatively expressed either in percentage or in points. An effect with a magnitude of 0.2 point actually causes a 20% reduction in time between shouts — the value of the ShoutRecoveryMult actor value is changed from its base value (1.0) to (0.8).
Although this discrepancy would normally cause some confusion, a bug makes the discrepancy even more problematic. Whenever an in-game display shows the 0.2 magnitude, it rounds the value, meaning that the text ends up stating that that the effect has a 0% effect. This is merely a display bug. Tests on all platforms as well as use of the Console on the PC have confirmed that Fortify Shout effects do indeed decrease the time between shouts.

The dragon priest mask Morokei is supposed to also have this enchantment, but due to a glitch it is never applied.

- The Blessing of Talos has a 0.2 magnitude, i.e., it reduces the time between shouts by 20%.
- Meditation on the Words of Power allows you to choose between three abilities that increase the power of individual shouts.
