Quaranir

Quaranir, an Altmer sorcerer, is a member of the Psijic Order and is involved in some key quests with the player, in Skyrim. Quaranir is encountered a few times in the College of Winterhold faction's questline. He has the ability to freeze time for moments brief enough to contact the player.

He wears a full set of Psiijic robes, which includes the hood, a pair of boots, and a pair of gloves.
