Quest All Drunks Have completion voids other friendship quests?

I have just given Torbjorn a drink, and then I was hoping to complete his Rare Gifts radiant quest. However not matter how many times I talk to him, when or where, I do not get the dialogue option. Is this because I have already made a 'friend' of him, and therefore the additional quest that may have made him a friend is voided? And therefore is this true for all Quests All Drunks Have?
