Just in case anyone was wondering.....this quest being broken does not prevent you from becoming thane. This quest is broken for me and i had presumed that i couldn't become thane, however after helping out enough people in the town i still got the Skooma quest. I didn't get it from the Jarl though, i got it from a wandering Argonian woman that was addicted. After giving her a healing potion, i got the Skooma quest. I am not sure why for my case there is no bandit leader. There is an Orc, Orc hunter and a bandit in that tower. I guess what written differs for different level. 175.145.212.208 14:52, 15 December 2011 (UTC)

Also had no problem becoming Thane. Enough other quests available to reach 3/3 for Riften Thane. Had same situation with a dragon quest near Falkreath, and could get Thane status their also. — Unsigned comment by 108.197.17.202 (talk) at 16:34 on 25 December 2011 (UTC)
