High Rock is a province in northwest section of Tamriel. The coastal region is temperate and covered in loose forests; inland, it becomes more rocky and mountainous. Most of the province is inhabited by the Bretons, who have divided the province into multiple Breton city states and minor kingdoms. The southern tip of High Rock also contains Orsinium, the City-State of the Orcs.
The Bretons inhabiting High Rock were the result of breeding between the Elves of High Rock, and Nedic slaves. The Bretons were at first shunned by the Nedes (who later evolved into the Nords), so they took refuge in the far west, in High Rock. The Bretons slowly settled in small villages, while keeping their existence secret from the watchful Nords, and thus slowly became accepted in the Imperial society.
The Elder Scrolls II: Daggerfall is set in High Rock (and also in neighboring Hammerfell province).
