Skooma is an illegal narcotic drink/substance manufactured from refined Moon Sugar. Skooma is extremely addictive and banned by the Empire in some parts of Tamriel. It appears in the games of Morrowind and Oblivion as a special potion (see the Morrowind and Oblivion articles for game-specific details).

Skooma is valuable and often smuggled, but law-abiding shopkeepers in some parts of Tamriel do not touch it. Due to its illegal nature, most shopkeepers in Morrowind will not do business with you if you are in possession of Skooma or its unrefined form, Moon Sugar.
Khajiit merchants, however, have a particular fondness for Skooma and are often willing to purchase it. Among criminals, Skooma is used as a currency. In Cyrodiil, merchants rarely have an issue trading Skooma.
Several Skooma dealers can be found in and around Cyrodiil usually in hidden and out of sight spots, such as Shady Sam and Nordinor. A Skooma Den can also be found in-game. There is also a Skooma smuggling ring that can be uncovered in Cheydinhal through investigation by the player. There are very few merchants in Morrowind that will sell the player Skooma. However, some inns, alchemists or Khajiit merchants will sell Moon Sugar.

Skooma is smoked using Skooma pipes or without paraphernalia, drinking the drug. Skooma bottles are valued at 500 septims each in Morrowind, 75 gold in Cyrodiil. Moon Sugar is an alchemical ingredient worth 50 septims in Morrowind, but not featured in the game of Oblivion.
In-game, Skooma behaves like any potion. See the potion tables under beverages for the magical effects it provides, for Morrowind and Oblivion, respectively. Several game modifications for both Morrowind and Oblivion implement an in-game addiction and/or inebriation system involving raising and lowering of the player's attributes.
