Hlermu is a small cavern south west of Hla Bulor containing NPCs.
To reach the cave, head east and a little south from the eastern tower of the Telvanni Library and you will come to a track. Rather than following the track, head south under a rock arch and simply follow the canyon until the entrance to Hlermu appears in front of you.
The two residents of the cave aren't exactly pleased to see you, but neither will actually attack. The most interesting item of treasure in the cave is a copy of the Block skill book, Death Blow of Abernanit. Beyond that, there are a few bottles of drink, and several crates full of weapons and armor.
