Hello there.
Where can I find werewolves? I'm currently at level 25, so I seem to be fighting liches, vampires, atronachs and dragonlings 95 % of the time.
Haven't seen one werecreature since I took the time to max out all the magic skills and inadvertently becoming an overpowered demigod in the process.
The first time I was infected, the lycanthropy spell didn't work for some reason, although I did get the attribute bonuses.
I used it, but I wouldn't turn. Seems to be some kind of bug. (The game would still tell me I can only use the ability once per day.)
Anyway, I then used DaggeD to change my "2nd race" status to "none" (it just showed a blank space instead of saying "werewolf").
Then I infected myself again, but accidentally healed myself before I could get full-fledged lycanthropy, so I don't know if it would have worked this time.
Using DaggeD to become a werewolf doesn't work either, as it would not save my werewolf status (it changes back to blank, with no ingame consequences).
Anyway, I'd like to try once again the "legit" way, but as I said, I'm rather short on werecreatures. Is there some way or location with a high chance to find one?
Do I still get quests with a werewolf as quest target?
Any ideas? I wanna be a doggo so bad and I never got to try that ability out. ._.
I'd use a save editor if everything else fails tho. I've played around a little with DagEdit, but it was kinda weird so I switched to DaggeD (which, as mentioned, does everything as it's supposed to, except the werewolf thing).
Can somebody recommend some other save editor where changing to werewolf status is confirmed to work?

I don't think any of the save editors can reliably change you to a vampire or werecreature.

Some quests can send you to fight werewolves, and that would probably be your best bet. Check the Fighter's Guild I think, or some Knight'y Orders.

Have you done the Main Quest? One of the errands you do for the maid in Castle Daggerfall sends you after a werewolf.

As a last-ditch effort, how about shopping for werewolf soulgems from the Mages Guilds? You can then enchant a very brittle item with the soulgem and use it until it breaks, at which point the werewolf imprisoned will break out and attack.
