Once I saw a board that said something like, "The Prostitutes have formal relations with Daggerfall".
Another funny one said, "Children are the sworn enemy of Wayrest".

It was a long time ago so I don't remember the exact wording, but pretty funny.
Always check the board when entering a city, you never know what you might see.

Apparently the game randomly picks a faction from the available pool and makes a political statement about this faction, to imitate that something is going on in the bigger world around the player. Both Children and Prostitutes are valid factions in the game albeit their functionality is apparently nonexistent.
