An Imperial ledger regarding the Empire's plans to establish a foothold in Hammerfell
The scroll is a ledger which shows that considerable sums have been paid to Lakvan by the Empire. Some of the entries, such as 'Hammerfell dead, per head' indicate the Empire is leaning toward Skyrim in this war.
