Her propylon index can be stolen with no long-term repercussions, provided you take it before speaking with anyone else in the tribe regarding the main quest. In my case, I swiped it and exited her yurt as she attacked me, and went straight to Zabamund to seek audience with Sul-Matuul. Upon your return from the initiation rite, Sul-Matuul's approval of your keen gumption seems to reset Nibani's disposition towards you, and she can then be interacted with as though no theft occurred.
