I once saw him at Skingrad, on Morning Star 30, 3E435... What's with that?

I just saw him in Bruma near the castle, after I served my time in jail. Is this a glitch?

I'm not particularly sure why it occurs, but now and then in my games I notice NPCs walking to different towns that they do not belong in. I know that some NPCs have scripts to walk to certain towns at certain times, yet other NPCs (such as Countess Caro, her body gaurd, and Hildara Mothril) seem to like to walk in loops around the imperial city until they're dead or unconcious.
