(In response to comment that this character remains in the mine indefinitely):

I did the desolate mine quest at level 2, and none of the fighters guild NPCs died. At level 30 i went to jail, and they appeared outside the jailhouse after i broke out...

They did not appear to be going anywhere;just standing there, and simply offered a RUMOR option for conversation. They did, however, fight the guards when i tested.
