Approach and you'll hear Gilfrex in the middle of a negotiation:

Krebbin: "Please, my lord Gilfrex, I just need more time!"
Gilfrex: "Time? I have time. You do not. One day, filth."

Speaking to him:

"You're not one of my debtors … yet. But everyone in Wretched Spire needs something, and I provide. So what can I do for you, poor mortal?"
I need you to forgive Shiro-dar's debt.
"Right to the chase? I hate that. I like to watch the needy squirm. Shiro-dar, for example. Big squirmer. You, not so much, I suppose. Is that why the cat sent you? As muscle? Raw deal. You'll never collect.
Either way, I'm getting what I'm owed."
What does Shiro-dar owe you?
"The cat promised he could get me a little item called the Slave Choker from False Martyrs' Folly, but he was all talk. If I don't have that collar by the time I find the cat, I'll make one out of his tail.
Understand?"
[Persuade] Is Shiro-dar's debt really worth all the effort you're putting into collecting?
"It's not getting me any closer to the Slave Choker, that's for sure. Fine, I've wrung enough fear out of the cat these last few days to have my fill. It's overpowering the more subtle miseries I savor.
His debt is cleared. Now go."
I'll let him know.
I'll get the Slave Choker for you, if you forgive the debt.
"When I get what I'm owed, the cat becomes your problem. Do what you will with him.
False Martyrs' Folly is across the wastes to the east. Try not to get killed out there or we'll have to rename it after you."

You can continue to ask him questions:

Why did you hire Shiro-dar, anyway?
"The mangy cat's been trying to change his fortunes since he landed in Wretched Spire. Someone talked him into believing he could, so he came to me looking for a job. Then he backed out.
Feh. Once a coward, always a coward."
Why do you want the Slave Choker?
"Because it does what it sounds like it does, and it'd save me the trouble of chasing down debtors like your friend. See, I put it on someone and give them a task. Every day they fail to complete the task, the collar gets a little tighter."
How did the Slave Choker end up in the Folly?
"How do you think? It took a ride on someone's neck until they dropped dead out there. I guess it wasn't worth the bother of retrieving it from the dumb sod who was trying to run away.
But it's worth at least one dead cat to me."

If you chose to retrieve the Slave Choker, before you leave, he'll add:

"You'd better hurry if you plan to get the Slave Choker from False Martyrs' Folly before I find that Scamp-livered cat. And take my due."

Return with the choker and he'll be surprised:

Gilfrex: "Punctual. That's a first."
"Usually, I have to have my debtors dragged back here kicking and screaming, but here you are striding right in like you own the place.
You better have brought more than excuses with you."
I retrieved the Slave Choker.
"Huh. You come in here with confidence, get right to business, make promises, and keep them. It just sucks all the fun out of extortion.
Makes me wonder why I even bothered."
So Shiro-dar's debt is cleared?
"Oh, very well. Just leave the collar and get out of here. You're setting a bad example for my minions and drudges.
Feh."

If you try speaking to him again, he'll order you to leave him:

"I thought I told you to begone. You obviously don't know how any of this works, and it's throwing off my whole routine!"

He'll then call for a new soul to take his frustrations out on:

Gilfrex: "Trodar! Fetch Krebbin. I need a palate cleanser."
