I've been reading anecdotal reports, though some are from years ago, that Crime Pays/Give to the Poor/Lightbringer are on a shared global cooldown, perhaps 1 hour. I think that's per zone. Has this ever been verified? I've definitely noticed that after one of the NPCs appears and I interact with them, I can no longer get any to appear at the any of the known spots in the zone.
