Bug?

Potential bug: I'm in this quest now and had a minor bug, though annoying. At step we report to General Thoda, the quest marker isn't at his location. Even more, when I finally spotted him, he had no quest marker. The quest marker popped up above his head first after I had approached close to him. I don't know if others had same case? A side note to finish: one trick that helped me to spot him was that he is the only green NPC. But to spot the green in middle of all the yellow, it needs to visit a bit around to approach close enough.
