Go to the Hlaalu Treasury to deliver a sealed report.
Give the report to Baren Alen.
Return to Edryno Arethi.

Edryno Arethi in her house in the Hlaalu Waistworks in Vivec will ask to deliver a sealed report to Baren Alen at the Hlaalu Vaults in Vivec.

[edit] The Delivery

It is just a simple job of going there and giving it to him. The Treasury can be found across the waistworks, on the same level as Arethi's house. Once the report is delivered, return to Arethi to complete the quest.

You can get this quest whether you belong to House Hlaalu or not.
If you open the report, Alen may notice and you'll sacrifice the reward. You can re-seal the report, but your chance of success depends on your Security skill. At any rate, the report is in code, and to date, there is no known translation for it. The text is as follows:
