Rilar Lluvis is a Dark Elf commoner and slave owner who lives in Kathar. Since he treats his slaves better than most people, he's gained the ire of other slave owners, so someone has hired Andalis' Men to teach him a lesson by taking his slaves from him. If you undertake this quest, you'll get the choice of killing the slaves or selling them to someone else, but you won't interact with Rilar in any way (and, in fact, if he catches you, you'll fail the mission).

Rilar wears a Kathar gold robe and braided leather sandals; he has nothing of interest.
