Refugees' Rest

Refugees' Rest is a dilapidated tower east of Windhelm and close to the Morrowind border.

The tower's foundation is beginning to collapse; it has tipped and sunken slightly into the ground. On the northeast side is a small graveyard partially surrounded by a broken-down stone wall. At its base along the road is the Decree of Monument, issued by all the Jarls of Skyrim: it commemorates the tower as "a meeting place where those brave souls who achieved safe passage to Skyrim would find loved ones, and leave notice for others who could not be found" following the disasters in Morrowind. At the top of the tower is an adept chest with leveled loot. It is inhabited by leveled animals.
