Talk to Hlaren Ramoran in his manor in Ald'ruhn for duties.
Travel to Gnisis to collect some taxes from Hetman Abelmawia.
Find Hetman's hut and get the money.
Return to Hlaren with the money to complete the quest.

Once you've completed The Mad Lord of Milk quest, Hlaren Ramoran in his manor in Ald'ruhn will ask you to retrieve some taxes owed by Hetman Abelmawia in his hut in Gnisis.

[edit] Collecting Hetman's Taxes

Take a Silt Strider to Gnisis and find Hetman's hut. When asked about the taxes, he will give you the whole 60 gold that he owes, which you can return to Hlaren to complete the quest. You can also cheat and just give back 50 gold, but why bother since Hlaren won't give you his support if you do, meaning you won't be able to achieve the highest rank in the Great House: you also get a -25 disposition penalty with this method.
