Minerva is a Redguard woman staying at the Inn of Ill Omen, northwest of Bravil. She doesn't seem to work there, but she's trying to catch the eye of Manheim Maulhand, the publican there. She is not involved in any quests and does not offer any services.

She makes a good murder target for entry into the Dark Brotherhood since she is in the location to which you must travel to start that quest line. However, Lucien Lachance will not appear if you sleep in the Inn of Ill Omen. Therefore, you will need to travel somewhere else to sleep and trigger his visit. Faregyl Inn, just northeast, can serve this purpose conveniently.
