Velan Andus, a male Imperial commoner, is the keeper of the Imperial City Lighthouse, located on a peninsula in Lake Rumare in the Waterfront District of the Imperial City. When not tending the lighthouse, Velan can frequently be found at The Bloated Float Inn, his favorite lunch spot. If you talk to him about the Imperial City, he'll tell you the lighthouse is just for show. He is not involved in any quests and does not offer any services.
