Probably not. If he were a member of the Knights of the White Stallion, I'd say you might be onto something, since he is found near Leyawiin where those quests originate. But since he's found nowhere near Cheydinhal where the Knights of the Thorn live, I doubt there's any intentional connection. Of course, we'll never really know for sure, unless somebody from Bethesda gives us some clue about it, which is somewhat unlikely. He's far from the only entity who's mysteriously in an unusual faction with no noticeable relevance.
