To convince Haafingar's Jarl you can either haggle, be a Thane of Haafingar or find a crown.

Haggle or Thane[edit]

If you decide to haggle or are the Thane speak to the Jarl:

The East Empire seeks your permission to officially operate within your hold.
"Oh, really?"
Please, my lady, accept this offer. The East Empire brings great wealth! (Thane)

Finding the Crown[edit]

Note to Elisif the Fair
Rot-gut's Letter on the shelf, beneath the right sack

If you decide to find the crown, go into the Jarl's bedroom and look on the bedside table to find a Note to Elisif the Fair.

The note explains that a thief known as Rot-gut has stolen the Crown of High King Torygg and that he is known to reside at the Silver-Blood Inn in Markarth.

Travel to the Silver-Blood Inn where you won't find Rot-gut, but you will find Rot-gut's Letter resting on a shelf in the (?) bedroom. The letter reveals that Rot-gut is currently inside Cidhna Mine.

You will have to commit a crime to get inside Cidhna Mine, once inside locate Rot-gut, he will turn hostile the moment he spots you. Once he is dead, search his body for the Key to Crown Strongbox.

Next you will have to serve your time in jail and then head to Liar's Retreat to find the Crown Strongbox. Open the strongbox and take the Crown of High King Torygg.

Return to the Blue Palace and speak to Elisif:

The East Empire seeks your permission to officially operate within your hold.
"Oh, really?"
I've recovered the crown of the High King Torygg. I return it to you. (Gift)
"When my husband died, I wasn't sure I could let him go. Now I don't have to. I… I'm grateful. I…"
So have we an agreement? May the East Empire operate within Haafingar?
"Very well."

50 It seems that the crown of the late High King Torygg has been stolen. Someone known as "Rot-gut" appears to be connected to this. If I wanted to look into this matter, I might be able to find Rot-gut at Silver-Blood Inn in Markarth.
60 Rot-gut is hiding in Cidhna Mine. He is in possession of a key to open a strongbox at Liar's Retreat. I must find a way to enter the mines.
70 I have recovered Rot-gut's key. It opens a strongbox at Liar's Retreat. What lies in this strongbox is uncertain.
80 I've recovered the crown of late High King Torygg. I should return it to his widow, I'm sure she'll be grateful.
250 Finishes quest☑

  • Any text displayed in angle brackets (e.g., <Alias=LocationHold>) is dynamically set by the Radiant Quest system, and will be filled in with the appropriate word(s) when seen in game.
  • Not all Journal Entries may appear in your journal; which entries appear and which entries do not depends on the manner in which the quest is done.
  • Stages are not always in order of progress. This is usually the case with quests that have multiple possible outcomes or quests where certain tasks may be done in any order. Some stages may therefore repeat objectives seen in other stages.
  • If an entry is marked as "Finishes Quest" it means the quest disappears from the Active Quest list, but you may still receive new entries for that quest.
  • On the PC, it is possible to use the console to advance through the quest by entering setstage kgcEEC_ConvinceRuler_Haafingar_Solitude stage, where stage is the number of the stage you wish to complete. It is not possible to un-complete (i.e. go back) quest stages, but it is possible to clear all stages of the quest using resetquest kgcEEC_ConvinceRuler_Haafingar_Solitude.
