Talk to Mallam Ryon at the Telvanni Council House in Sadrith Mora for chores.
Travel to the Dwemer ruins of Nchuleft to recover some plans.
Get the Dwemer plans from a bookcase.
Return to Mallam to complete the quest.

Mallam Ryon in the House Telvanni Council House in Sadrith Mora will ask you to recover some plans in the Dwemer ruins of Nchuleft.

[edit] Dwemer Plans in Nchuleft

Nchuleft is located north-northwest of the Zainab Camp and west of Vos. The Dwemer Scarab Schematics are on the bottom shelf on the bookcase in the first room to your left. Don't forget to check the ruins for any loot.

Return to Mallam with the plans to complete the quest and receive Gothren's Cephalopod Helm as a reward.

There are actually 3 copies of the Dwemer Scarab Schematics to be found, any of which will do for this quest. Besides the one in Nchuleft, there's one Sorkvild's Tower in Dagon Fel, and another on the wall in the Central Tower of Tel Vos. (Don't get caught taking the Tel Vos one, however, as you may get kicked out of the House Telvanni for stealing from Master Aryon.)
(Warning- this note contains a spoiler) If you have already completed the Telvanni Hortator part of the Fourth Trial of the Main Quest, you will be unable to receive this quest since you would have killed Master Gothren and therefore his Mouth, Mallam Ryon, will not be in the Council House.
