Gwendolyn is a Redguard Commoner who doesn't appear in the game but is nevertheless an interesting character. Her construction set id (Dark09Gwendolyn) indicates that she was originally intended to play a role in the Permanent Retirement quest, and her AI packages bear that out. All four packages are unique to her, and seem to involve her hanging around in the Imperial Legion HQ near the final objective of the quest. Without knowing where she was supposed to appear it is impossible to say exactly what her role was to be, but it appears that she was supposed to "flee" when you acquired Phillida's finger, it may be that she was to carry a message or act as a decoy.
