Hirtel is the first person you will encounter at the Kvatch refugee camp. He will inform you of the Daedra's attack, before promptly fleeing. You can see him later at The Flowing Bowl in Anvil, though he doesn't have much to say after that, other than that he has no plans to return to Kvatch. He is not involved in any quests and does not offer any services.

Amusingly, while Hirtel is ostensibly fleeing Kvatch, he will actually chase your character to tell you the horrors of Kvatch.
