The Robe of the Lich is the robe worn by the powerful Lich Gedna Relvel. It allows the user to gain a temporary boost in magical power at the expense of their life force.

Even if you somehow manage to survive the Drain Health spell, the Fortify Magicka spell is actually useless, as a single round in Morrowind takes 3 seconds, meaning the spell will wear off before you are able to cast another spell to make use of fortified magicka.
