Ri'Bassa is a male Khajiit Warlock, and the respected Shaman of Border Watch. He is central to Sheogorath's Shrine Quest.

Ri'Bassa is also the proud owner of one of only three Black Hoods in Cyrodiil, a valuable item for enchanters. If you want it you'll have to steal it from his corpse or reverse-pickpocket a permanent Bound Helmet onto him and return later to steal the hood (athough the hood does not actually count as a stolen item).
